Senate Bill 423, an important supervision reform bill, goes into effect in 2024.

The bill, which our coalition strongly endorsed, contains a comprehensive set of reforms that address the flaws in Illinois’ supervision system. SB 423 creates a more effective and transparent supervision system that holds people accountable, promotes successful release, and reduces taxpayers’ costs.

SB 423 passed in the House and Senate with bipartisan support and was signed into law by Gov. Pritzker! It will go into effect on January 1st, 2024.

Why is this important?

  • At the end of 2020, 1 in 86 Illinois adults were under some form of supervision. 
  • A recent report revealed that a staggering 1 in 4 people released from prison in Illinois return for a technical violation of their supervision within just three years of release.
  • Technical violations are most often non-criminal behavior such as being late to a meeting with a supervision officer or driving across a county line to pick up a child from school.
  • All this incarceration places a heavy burden on taxpayers, victims, and Illinois’ communities. The cost of incarcerating someone in a state prison is over $34,000 per year.
